2011 Support Schemes - Photovoltaic Systems

 

 

PV - Photovoltaic panels

 

      

 

 

This scheme is regulated by Notice 617 published in the Government Gazette as amended by Notice 895 published in the Government Gazette 

Part A of  the application for the grant which must be filled in by the Applicant PRIOR to the purchase of the technology and must be accompanied by the relevant Annex I and Annex II (detailed quotation from supplier) to part A.

Part B is the request for reimbursement which must be completed by the Applicant AFTER the purchase (including payment, installation and commissioning of the equipment) and must be accompanied by Annex I of Part B which has to be completed by a warranted engineer. Note: Please use the revised PV application form Part B

Payments (including deposit) can only be made by any traceable form (NOT cash), and dated after the receipt of the grant offer.

Closing date for submission of applications (Part A) was 3rd August 2011 (12:00).  Applications (Part A- Application for Grant) are no longer being accepted.

Notification and feed-in tariffs

Applicants who's system is larger than 3.68kW need to submit to the MRA the following documents prior to installation:

                   1           The feed in tariff application form; AND

                   2A        Either the notification form (if system is less than 16A per phase); OR

                   2B        The authorization form. (if system is more than 16A per phase)   

Application forms for feed in tariff and notification/authorization forms can be found here. The MRA notification form has to be submitted before the installation of the PV system. When the installation of the PV system has been completed, the Applicant should fill in Part B of the request for reimbursement form including all required documentation. The request for reimbursement form must reach the MRA within the date indicated on the grant offer letter.

Applicants whose systems are less than 3.68kW will receive a letter from the Authority, as per sample here. After this application is returned to the MRA, the applicant will receive a notification form, as per sample here,  to be submitted to Enemalta with the connection application. This procedure is only valid for this scheme for applicants who are eligible for a grant. It is the responsibility of the applicant to ensure that a notification form and feed-in tariff form are submitted to the MRA. Applicants who have not received this letter from the MRA should complete the feed-in tariff form and notification form that may be found here.

Internet banking

 

The EU Funds Management Unit has decided that e-banking documents shall, as from the 25 May 2011, no longer need to be authenticated by the bank or financial provider. This means that payment documents issued from internet banking systems will be accepted as proof of payment.

 

However, it must be pointed out that the EU Funds Management Unit reserves the right to decline banking documents that are not sufficient or to the desired standard and request additional evidence of payment prior to the settlement of claims. For the avoidance of any doubt ‘print screen’ images and/or payment transactions still not confirmed as paid will NOT be accepted as evidence of payment.

 

Moreover, banking transactions are not an alternative to fiscal receipts, particularly when fiscal receipts are required by law.

Request for Review

Any request for review should be submitted to the Authority within one month from the date of the rejection letter. Their request will be assessed by the Review Committee. Procedures and guidelines to present such a request may be found on the following links:
